Submitting information to Tessère Open Witness is optional and does not imply publication, verification, or response.
Before submitting
Tessère Open Witness (TOW) is a civilian documentation program. It preserves submissions as they are received, but it does not verify, investigate, or publish submissions by default.
Please take a moment to note:
- Submitting information does not guarantee review, response, or publication
- Submissions may remain private and in standby indefinitely
- TOW does not confirm accuracy, authenticity, or completeness
- No attribution of responsibility or intent is performed
- TOW is not an emergency service and does not trigger intervention
Media and information are preserved as received, without analysis or alteration. Any future review or publication (if any) follows strict governance rules and is not automatic.
The submission form is provided separately and may be distributed in restricted contexts. It is not publicly indexed.
What may be appropriate to submit
- Photos, videos, or audio recordings of civilian-impact events
- Written descriptions of observable occurrences
- Information that can be shared without revealing identities
What TOW cannot do
- Provide emergency assistance
- Respond in real time
- Offer legal advice or protection
- Guarantee publication or action
Safety and privacy
Individuals should prioritize their own safety and follow local guidance when documenting events.
Submissions should avoid including identifiable personal information unless strictly necessary.
How submitted media is handled
Tessère Open Witness preserves submitted media and information as received. Files are stored in private infrastructure and are not altered, enhanced, or interpreted.
- Media may be uploaded or captured depending on the intake surface
- Original file data is preserved for integrity purposes
- Basic technical metadata may be recorded if present
TOW does not verify whether media is authentic, original, edited, AI-generated, or manipulated. No automated or manual authenticity determination is performed.
Preservation allows future review by qualified third parties, under appropriate governance, but does not imply evidentiary status.
