Tessère Open Witness (TOW) is a civilian-focused documentation program that produces structured chronologies of reported events affecting civilian populations.
TOW records what is reported to have occurred, when it is reported to have occurred, and approximately where it occurred, based on observable civilian-impact evidence and corroborated open inputs.
TOW does not assign blame, intent, or responsibility. It does not conduct military, intelligence, or targeting analysis.
The purpose of TOW is to support long-term public accountability through careful documentation, privacy protection, and transparent verification logic.
